Sorry to inform you, but your files are GONE… When you format a drive the old data is over written with 1’s & 0’s, then you installed a fresh copy of the OS on top of that… You would stand a better chance of being struck by lighting while sitting on the toilet…
take a look at http://www.getdeletedfilesback.com . As well as advice on recovering deleted files, it recommends a file recovery product. The free evaluation version can be used to do a scan of the physical disk which will show you any files that can be recovered. It’s worth a shout.
Remember to use a different computer to search this sort of stuff out and download etc, as any new file activity on the disk will only help guarantee your deleted files are lost forever.

System Restore doesn’t restore deleted personal files. It restores the system state back to an earlier time.
"So what exactly does System Restore do? Let’s start with what it doesn’t do… System Restore WILL NOT remove or modify any personal data files such as word processor documents, spreadsheets, music & photos, web favorites, emails, etc. More specifically, files in the My Documents folder will never be touched. If you are unsure as to whether a file will be affected by System Restore, keep it in that folder. System Restore WILL affect your Windows system settings (the Windows Registry), protected system files, and recently installed software."
Not to mention that if you’ve reinstalled Windows, you can’t use System Restore from the earlier installation anyway.
And formatting your drive does not write 0s to everything. I have recovered deleted files from reformatted computers. So stop spreading misinformation.
Now, if you have reinstalled, some of your files may be gone for good. But a lot of it should be recoverable with a Linux live CD:
